The mighty Tenshinhan faces 1 vs 1. If he wins he recovers and faces the following opponent:

1.- Mr. Popo.
2.- Shen.
3.- Kamisama.
4.- Piccolo (Vs Shen).
5.- Goku (Start of the fight against Piccolo).

Do not forget that when Humans began their training with Kamisama in the Manga. They face Chaoz vs Yamcha and Krillin vs Mr. Popo. Meanwhile the mighty Tenshinhan trains alone. Could it be that Tenshinan has no one in his power league to train?

Logically it is still very far from the level of Goku and Piccolo from TB23.

Another point that is important to mention is that Krillin apparently had a small hope of being able to save Gohan from Piccolo, but lost all hope of being able to save him when he realized that Piccolo's power was 329. Which suggests that 329 >>> Piccolo (TB23).

The only way I see it possible for Krillin to think they had a slim chance of saving Gohan from Piccolo's hands (before he knew he had a power of 329) was that they had the mighty Tenshinhan.

Does it mean that Tenshinan could somehow endure a bit of a match against someone like Piccolo (TB23) or even hurt him a bit with the Kikoho?

How far does the mighty Tenshinhan (BoZ) go?

They had an odd amount of people. Someone had to be left out of that sparring session.

I'd agree with GSM that Tenshinhan loses to everyone. At best he is around Popo's level, but without the training from Popo that took Goku to the next level, Tenshinhan wouldn't be able to beat him.

Taking his 23rd TB self's rating at 218 from Goku Hishoden into account, he probably made a significant increase in power. He might be able to beat Popo, maybe even Shen when considering there isn't much room past 250 for Kami, but anything else would be too much for him with so little to go off.

So nothing contradicts:
