Were they weaker than Saiyan Saga Vegeta? They probably didn't know about how strong Vegeta got on planet Namek, all they knew was that the Saiyan was a lot stronger than Nappa. Yet they were pretty surprised with Freeza killing Vegeta easily:

If they're still weaker than Saiyan Arc Vegeta here, what kind of training was Piccolo doing those 6 days? It would make these two look incredibly incompetent.

At that time, Nappa (And Vegeta) were the strongest beings they'd come across so hearing someone else pick them off so easily would be shocking to just about anyone. Regardless for them to be so much weaker than Piccolo who would've been able to beat 1st Form Frieza at least if he had merged with Kami, that's just.... I dunno. Could we say that filler where they fought the Ginyu Force be a good way of showing how strong they became?

They should've known Piccolo's power and at this point probably knew Vegeta > Piccolo. Humans could still benefit from the same PIS as Piccolo if your headcannon felt like it.

Realistically, they should consider Piccolo a God if he's anywhere near what he is suggested to be. This is wanky writing at it's finest. No real justification for Piccolo's god like increase.
