Initially when they arrived, both were superior to Pikkon (Weighted) and Olibu. Kaiosama saw Krillin and Yamcha as the reserves of Goku and Vegeta, but in turn he knew that they would increase their power when training.

  Then they trained and became the most powerful characters in the Otherworld, which includes Pikkon (No Heavy Clothes).

From Kaio's statement, they should be superior to Paikuhan's peak, thus also superior to MSSJ Cell Games Goku. Paikuhan probably ought to be as strong as his M12 self who was able to fight Base Goku as evenly as before, so they ought to also be above Boo Arc MSSJ Goku via-scaling by a fair amount.

And at that point in the series, Krillin and Yamcha as compared to the lower forms of Goku and Vegeta (Pre Vegetto)?

  Krillin says that if neither Goku nor Vegeta can against Majin Boo, much less Krillin and Yamcha will.

Kuririn knows how strong Goku/Vegeta's SS2 forms are, so that only confirms he and Yamcha are still inferior to them.

And do you think that in the period of time between Yamcha defeating Olibu and when Krillin and Yamcha face Majin Boo, the duo progress? Or did they just keep their power?

  I remember that Krillin when confronting Kid Boo said they were going to test the results of their training.

Stronger than Gohan or the boys since Kuririn and Yamcha were next in the line rather than the hybrids.

At that time Gohan, Trunks and Goten were inside Boo's body. But it is true that they surpassed the power of children.

I mean unless we use filler we have no idea, and filler is horrendously inconsistent so it is hard to say.

It's what the anime wants you to think (not the manga), so yeah in the anime-verse Yamcha being SSJ-tier is implied.

Not really. The anime still goes with the idea of Goku not surpassing SS2 Gohan until he went SS2, so there's many ways to take the Paikuhan VS Cell thing to make it fit:

1. Cell was suppressed to have a nice warm up against Base Goku, receiving too much damage from Paikuhan to use his full power after taking it.
2. The Burning Shoot may have a large amplifier, perhaps being West Kaio's equivalent to the Kaioken.

Yamcha and Kuririn being above the Other World fighters is kept consistent in the anime's Boo Arc and, thus, shouldn't be just brushed off when specifically discussing the anime. To do so just because "hurr durr it's filler" is a complete non-argument.

Goku needed that pseudo SSJ power to defeat the Ginyu Tokusentai and was taken aback by Paikuhan’s power, so it’s unlikely he can replicate that feat in base.

Considering later implications from the Anoyoichi Budokai, it's safe to say Toei treat that as just his base form. It wouldn't be the only time they would provide the SSJ aura to a base Saiyan, given how GT Galu presented the SSJ aura in base at some point iirc.

In the Anime PIS, they want to make us understand that some characters are much stronger than they really are in the series, but in the same series they contradict these powers.

If so, Krillin and Yamcha beat Piccolo and Android # 18 Until the start of DBGT? Personally I think that incredible power is only in that landfill and then they return to their power that they had in the Arc Boo.

Goku & Vegeta also got haxxed in Super-Boo filler, IIRC so maybe Yamcha could even approach Cell tier or at-least Perfect Cell tier.

They were strong enough that Pure Boo immediately recognized them as a threat. It aggressively went after the duo, similarly to how it did against South Kaioshin when he was absorbed. Based on this I have Yamcha = Super Boo and Krillin = Piccolo Boo.

There's no reason to believe their power diminished. If anything, GT would somewhat imply the opposite considering how much stronger than her Z self GT #18 is and how the Z anime already presented Kuririn and #18 as willing to train with each other. GT Kuririn would likely be far above his Z filler self in assuming he made similar progress to #18, whilst Yamcha at the very least ought to have stayed at the same level.
