Sans Super, do you imagine there'd be other strong and worth creatures in their universe, by the time Goku went off to train OoB? Not considering Super and its all other universes introduced.

Going off other sources like DBO and GT, I think so. There would be very few of them in the universe though, and most of these foes would be magical Makaios from the Demon Realm.

It depends on the continuity. We know that in GT there were quite a good number of relatively strong characters in the far reaches of the universe, whereas DBO relegates them to only the most elite of Freeza's remnants (and only after over 2 more centuries of improving their army's strength). As DBO had more input from Toriyama than most DB products after the manga, I'd probably say this is the more accurate interpretation.
