Pretty accurate.

I think it'd be better if Cell's statement upon seeing how fast Gohan can be was something like "You are a quick little brat... how about I show you more of my power?". He only mentioning a speed increase makes it hard to argue Cell (vs Gohan) >> Cell (vs Goku).

SSjin Vegeta should be ahead of SSjin Kid Gohan as well.

The question is, why haven't Vegeta surpass SSjin Kid Gohan? There's no doubt that he hasn't surpass SSjin2 Kid Gohan with potential unlocked but why can't Vegeta surpass normal SSjin2 Gohan?

Enrage SSjin2 Gohan > SSjin2 Vegeta > SSjin2 non enrage Gohan?

Well, if we go with Gohan getting a rage boost in the Cell Games, then yes, Vegeta SSJ could be stronger than kid Gohan SSJ even before the Majin spell.
