Oh yeah, I remelber that much. Hiei above Scar is also a tragedy. Then again, I'm used to that with Watchmojo.

Anything expecting Watchmojo's list to be anything but a popularity contest are setting their standards way too high.

#7 - Piccolo (Dragon Ball)
#8 - Shinomori Aoshi (Rurouni Kenshin)
#9 - Ramenman (Kinnikuman)
#10 - Okuyasu Nijimura (JoJo's Bizarre Adventure: Diamond is Unbreakable)

* Note: I only decided to include characters that spent a good portion of their tenure as both a villain and hero rather than only staying as one for a short time of their introduction/exit (hence why there's no Meruem, Raoh, Shin, Shinya, etc.) and due to the title I excluded manga exclusives (so no Desty Nova or Diego Brando).

The octopus Chimera Ant Killua befriended. Given he was only a "villain" for about 2 minutes at best, how he can be counted on the list is beyond me.
