Toriyama wanting to end the series earlier on isn't actually that inaccurate of a statement. He originally only confirmed the series would go longer than the Piccolo Daimao arc while he was at around volume 12-13 and stated that he'd used up most of the "villain types" after the Freeza arc ended; he was also pressured by his editors to put out villain after villain because he kept getting told they were stupid in the Cell arc.

But he never said that wanted to end the series after Freeza arc, only in Super Otaku magazine obviously.

Super Otaku Magazine doesn't even exist if I'm not mistaken, so there's definitely some untruth to the popular conception that he said that. But we do know that he said the series wouldn't go on much longer when the anime Z was about to start, and by the Cell arc the anime had over 100 episodes and that he used up so many ideas after the Freeza arc that he ran out of villain types. He also said he planned nothing during the Cell arc and made up what would happen the following week on the fly, as well. Technically he didn't plan on the Freeza arc early on either, but it does appear that the editors forced him to write much of Cell. Similarly, he said that he didn't plan on Boo's appearance at all and only introduced him when he felt the last arc was lacking a villain.
