Kyogre/Groudon Primal

Arceus would be the strongest non-mega/primal, based on stats alone

Isn't Primal Groudon > Primal Kyogre, though?

1v1 Groudon beats Kyogre because it can switch in on Kyogre's STAB moves due to Desolate Land and doesn't take much damage from Kyogre's Ice Beam, while Kyogre can NOT under any circumstance switch into a Precipice Blades. It's a guaranteed 2HKO regardless of defensive investment if I recall correctly.

That's why Kyogre was considered one, if not the best Uber Pokémon, and Groudon nothing special pre mega.
