I'll go with Frieza as Vegeta being strong enough to beat Golden Frieza in base makes no sense whatsoever, but then again this is Super related so I wouldn't be surprised if he could to be honest.

Without factoring in plot armour, Freeza oneshots. Golden Freeza outperforming SSG Vegeta in the Broly movie is enough to show that, unless you for some reason believe Freeza made a ridiculous power up from absolutely nothing.
