Everyone is around to see Goku flat-out tell Vegeta he's way stronger than him, so why would Trunks's surprise at Goku telling Piccolo he's useless against Cell come from Goku's frankness? Would he expect Goku to treat Piccolo differently?

Perhaps Piccolo really is above 50% Goku like the Cell Jr. fight suggests? :mikey

It's pretty pointless to throw Piccolo in the RoSaT only to have him come out weaker than Grade 2 Vegeta. Everyone points to Goku asking if Piccolo can split back in order to get the Dragonballs, but I think it's a terrible point considering Goku already had plans for Gohan to save the day. Anyone below Gohan is technically useless against Cell.

I've seen people suggest that Piccolo was still weaker than Semi-Cell because he considered his power "abnormal" and thought no one could stop him.

The only reason I can think of to keep Piccolo's BP down so low is to keep him below the base Saiyans in the Boo arc, but making Boo arc statements work involves cutting corners in one way or another, so I don't think it's a strong argument.

I see the usefulness against Cell argument being a two-sided dildo. If Piccolo can be above 50% Goku and still not matter because Goku is already only thinking about Gohan being the hero, then there's plenty of reason to keep Piccolo below 50% Goku or whomever because he's useless either way.

That doesn't account for Piccolo still being on his feet against a Cell Jr. or Trunks being surprised at Goku saying he's useless
Trunks fought Cell and should be fully capable of comparing Cell to Piccolo when the latter emerges from the RoSaT.

It accounts for everything relevant. I only take statements for the Cell junyah fight anyway, as with all fights where people are toying around. The feats are useless.

I don't see a reason for disregarding him standing because of "toying around". He's clearly portrayed as not too far off from Vegeta and Trunks. If he was supposed to be perceived as weak then he'd be on the ground like the Earthlings.

Cell tells them to quit toying around, but how do you know they were toying around with Piccolo? Kuririn, Tenshinhan, Yamcha, and Goku all got their asses beat into the ground very quickly and even more so after Cell's aforementioned toying statement. But Piccolo? Piccolo manages to stand his ground, he looks a bit worse for wear than Trunks or Vegeta, but he's still able to stay up and fight. I don't see him doing that if he's significantly weaker than CG Vegeta or Trunks.

Either way, the point I was making is that ignoring Piccolo's feat and making up an excuse about his Cell Jr. toying around easier on him than the others did against the humans and Goku is, in my opinion, just being blissfully ignorant. I'm not actually calling anyone dumb.

Just above Cell Games Piccolo. In a power chain, it would be Buu Saga Piccolo > Cell Games Piccolo > Base Goku Cell Games. That's all. There's nothing valid to quantify Piccolo any higher than that
