I put Turles in the 30K range. His reaction compared to Reacoome to Vegeta who was around the same league was noticeably different.

Reacoome to Vegeta - He's visibly shocked but was barely scathed aside from his armor being gone from Vegeta's assault and then proceeded to manhandle him.

Turles to Goku - He's visibly shocked, sweating, then runs away from him.

I give this to either Burter or Jeice but Turles still has a chance to win. I credit Oozaru Gohan not being a threat to the Kill Driver which if that was capable of killing Oozaru Gohan than it would kill Burter and Jeice simultaneously even easier, assuming they let him do it.
