I think Hit wins both scenarios. Not only I have SSJ Black equal to God at best, but Hit also has his unseen assassin skills to use.

What if it's restricted to the tournament rules? Was hit above SSJG without time-skip? I find that doubtful.

He seemed very confident that Goku couldn't counter his full power Time Skip despite him having already managed to do so in base alone. I'd say that alone, combined with Goku going Blue as opposed to risking the same strategy as he did with Base/SSJ would present Hit as being above him in general, not to mention it makes his gains by the time of the ToP a tad less ridiculous.

Anyway, I'd say Hit wins both rounds for reasons GSM mentioned.
