Ultimate Gohan vs Gohan (Start of ToP)

This is the manga Gohan who had just regained his fighting instincts. Who wins?

Piccolo stating Gohan regaining his sense of battle seems to suggest he reaquired his Ultimate level, given how he never transformed into SSJ at any point (despite the manga showcasing he could do so if treating Toyotaro's FnF promotional as canon to it) and even at the most minimalist placement for Piccolo and the Base Saiyans, this Gohan certainly wouldn't have been keeping pace if having not made an increase. Either it's a tie or ToP Gohan gains a slight edge.

But Piccolo thought Gohan’s power was a must on the ToP. Gohan also seemed to be at least as strong as Piccolo when they were fighting the Trio de Danger. Does that mean Ultimate Gohan’s power still relevant by that point?

Not necessarily. Considering how quickly he caught up to Kefla's level after only being shown as maybe slightly above Piccolo prior, I can imagine his adaptation hax kicking in almost immediately during the fights.
