17, 18 and Piccolo several times above Blue? I am sorry, but you are just overrating them. Goku:'s statement about 17 after the ToP implies that he barely rivals Blue.

And seeing as Dyspo didn't one-shot SS2 Goku, I am not even sure if Blue was meant to even be taken in that statement.

ToP SSJBs are a pretty irrelevant level by the late Moro Saga, it's not much of an accomplishment to be in that level by this point. Piccolo is noted by Goku to be almost unrecognizable with his new power up and lumped with Gohan in that regard. He was even keeping up with Gohan when they were fighting Saganbo and Seven-Three. He's definitely in that tier.

Even if 17 wasn't SSJB level in the ToP, he and 18 probably trained in the 2 months and we know androids power up considerably from training. 17 was even shown beating up Seven-Three when he tried using Moro's powers, so he's at least above Namek Moro.

Yeah I read the Moro fight after posting that and yeah your right for some reason Goku lumps Piccolo and Gohan together and Gohan isn't portrayed as being in another dimension compared to him. It is so stupid.

I can actually see Piccolo getting this strong since he’s always training with Gohan, but I have no idea of why 17 is so strong. Sounds like Toriyama has been borrowing some ideas from GT

No, it’s just because his power is entirely unknown besides being stronger than everyone.
