Vegeta ASSJ vs Piccolo (CG)?

Piccolo is weaker than the Base Saiyans. So he isn't touching Semi-Cell or Super Vegeta level. Not even close.
Remember, Piccolo has been training for many years after the Cell Games, a total of something like 11 or 12 years, and he's still weaker than the weakest adult Base Saiyan to ever appear post MSSJ.
Rof Base Gohan is as weak as they come and he is still beyond a Piccolo who's trained a decade plus since his time in the Rosat.

All we know is that Piccolo is more powerful than he was against Android 17, yes he fought against the Cell Jrs. But we can easily chalk that up into the Cell Jrs being heavily suppressed, especially since a stronger Buu Saga Piccolo is inferior to Shin (Supreme Kai) who's stated equal to Cell Games MSSJ Goku who's weaker than the Cell Jrs who's equal to the suppressed Perfect Cell that produced them. Hell, Piccolo doesn't even have strong evidence that he's stronger than Semi Perfect Cell.
