Vegeta was a huge leap above Piccolo in namek, both of them trained so I still say Vegeta, easily.

I always found it kind of funny when someone would say Piccolo is much stronger at this point because it helps alleviate some of his gains from the 3 years.

At the end of Arco Freezer, Vegeta was clearly stronger than Piccolo Piccolo but apparently had a more intense training those months. I would think that Vegeta is> = Piccolo at this point, the difference would be minimal, Vegeta win after a very hard fight. If Piccolo was stronger than Vegeta, I think somehow had declared, considering that Vegeta is generally more powerful than Piccolo.

What makes you say he had more intense training exactly?

We don't know how their training went. Piccolo stated he'd been training intensely, but we don't know how that compares to Vegeta's training.

Bulma said Vegeta was the exact same, meaning his training was somewhat intense in one's point of view as well I guess. Might be a stretch considering its Bulma who says it, but Vegeta hadn't been slacking off either nor was he asked directly.

At least in the anime shown Piccolo training extremely hard, while Vegeta apart from training, looking for Goku in space. Although this is just a guess, giving meaning to the gap between Vegeta and Piccolo decrease.
