Vegeta SSj vs Semi-Perfect Cell

This is Vegeta after his 1rst Rosat trip versus a fully powered Semi Cell.

Full power Cell beats him. Vegeta complimented him as a Gr2, but then said that he progressed so much that Cell's full power was still meaningless.

Considering Grade 2 Vegeta no-selled a Galick Gun, I find it hard to believe that Grade 1 Vegeta could lose. Sure, the fight would actually be hard for him, but he'd win eventually.
