Which one is closer? This is Vegeta/Zarbon round 1.

The former. Vegeta at least got a punch in which made Zarbon flinch somewhat.

I agree, it's Vegeta/Zarbon. It's hard to say how easily he would have beaten Zarbon without playing dirty and catching him off guard, but I assume they had to be pretty close for Vegeta to resort to those tactics for the sake of time.
