I think that's reasonable. They might have a some-what high battle-power (shit-tier relative to them, but to us it's impressive) but can't actually do anything with that power because they can't even move right. Luckily for them, Veku's springy dodging, awkward foot balance, floating gas attacks and general unpredictable evasions managed to keep Janemba at bay to an extent. Well he managed to make a somewhat annoyed Janemba budge and even fall down, so feat-wise, it seems so.
