Going by Canon its a STOMP by Krillin.

Krillin one shotted a saber tooth tiger, exchanged blows with Kid Goku (who obviously destroys Videl), and took gun shot bullets (gag I know but still that entire arc was gag).

Videl was shown training against a punching bag. And not much above Mr. Satan. Whose strong for normal human standards (think Connor McGregor level/better, but even then Toriyama stated Bob Sapp > Satan however I'd like to think that was tongue in cheek given Satan won the Budokai and Sapp has a NEGATIVE record in real life...seriously watch the guy fight was big in Japan but is nothing special compared to say Deyonta Wilder).

Anyways, Krillin STOMPS Videl.

Most likely not, given Yamcha seemed to take note of her strength and she can throw her helmet blade with enough force to injure Roshi. If she has her helmet too, then it's a definite one-shot situation considering it produced enough energy to vaporise a T-Rex.
