Vivi and Igaram infiltrating Baroque Works

It's been a long time since I read the Baroque Works Arc, but is there any reason Vivi and Igaram were able to infiltrate the organisation (and go up the ranks enough to become prominent members) without being caught? Both of them, especially Vivi, should be extremely recognisable individuals and Crocodile wouldn't want them finding out even a hint of Mr. 0's true identity. Keeping them around for so long despite all this doesn't make much sense either, considering he was more than willing to give the order to kill Igaram when they showed a hint of rebellion.

It doesn't seem like Crocodile personally supervised any of the agents except Robin, in fact they said they never even knew their boss was a Shichibukai I believe. Since they didn't have facial recognition software (and it wouldn't work anyways since until her ponytail came off, Ms. Wednesday was drawn like an adult while Vivi had the face of a teenager :troll ) or anything, it makes sense that Crocodile wasn't personally aware of their identities when they never met in person.

He still seemed to have some level of moderation and familiarity with the faces of those serving under him though, considering he did talk to Mr. 3 about how he promoted him so high based on his strategic mind and knew he was weaker than Mr. 4, which would require some level of investment in his agents.

Those guys were higher up on the food chain than Ms. Wednesday and her partner though. It seems like the lower-ranked they got, the less Crocodile's involvement became. That, and Mr. 3 and such would've probably worked a lot longer under crocodile than the 16-year old Vivi.
