Wally, by a seemingly nigh-infinite margin. If Beerus' speed feat in reaching that alien planet from episode 3 still scales to Goku, this version of Goku would be roughly x20 faster based on Kaioken being the one multiplier in the DB verse to be implied to scale speed linearly. However, something that doesn't even surpass the 100 billion c range isn't going to stack up against Wally's trans-time velocity.
