Warm up MSSJ Goku/warm up Perfect Cell

How strong were them in their warming up fight? Many people believe MSSJ Goku warm up ~ Perfect Cell warm up >>> Vegeta SSJG2, but let's look at it:

Cell describes his warm up fight as the level he initially used against Vegeta SSJG2, which was said to be still inferior to this latter by #16:

It makes sense for Goku (warm up/vs Cell) be equal to his rest state. And this 'rest state' Goku is probably weaker than Vegeta, given the latter's shock at Goku saying he is much stronger than him. Vegeta didn't realize he was inferior until Goku showed his 1/2 power to Karin, so Vegeta SSJG2 > Goku MSSJ rest state makes sense:

So maybe something like Goku MSSJ (50%) >>> Vegeta SSJG2 >/>> Goku MSSJ warm up/rest state ~ Perfect Cell warm up makes sense?

No.. Warm up Cell is the one who beat Vegeta and was even with Resting Goku

#16 was wrong because his head wasn't function well at that time.

Goku was at 50% which contradicts nothing. Vegeta >> 50% Goku.
