Perhaps Dragon is from some sky island, similar to how the celestial dragons probably are (since they have wings, although they could be from the moon since they are traditionally dressed like astronauts).

Being a Shandian is a possibility, especially with his skin tone being similar to Wiper's (at least in the anime). However, I think you'd be grasping to assume tattoos are sufficient evidence to suggest Dragon was from Skypiea when out of all the named Shandians we've seen, only Calgara, Wiper and Mayushika have tattoos and none at all similar to Dragon's.

I don't really think he is from Skypeia, but just from another sky island. Perhaps he knows that the D people are originally from the sky somewhere, so took on the tattoos for that reason.

On a related note, I hope that the anime adapts the Enel cover pages soon.

I doubt it. With such knowledge, wouldn't Dragon try to spread the information, at least amongst his circle? You'd think if so, Robin would've been informed of it and would've told the Straw Hats by now.

On a related note, I hope that the anime adapts the Enel cover pages soon.

Doubt it's ever going to happen considering the other cover stories after Coby and Helmeppo's never made it to the anime, even after their characters reappeared in the anime (eg. Hatchan, CP9). Would still make better material than Luffy running from trees for 5+ episodes or whatever the anime's doing now though.
