Because Goku was too easy maybe, so he only fought at a casual-level at best..

But it seemed like his strength output increased along with his speed. His bear hug actually hurt Gohan whereas his prior assaults couldn't do anything. Gohan was easily kicked back to the ground by Cell when he tried to get angry.

I think he only raised his strength after he saw Gohan come out of his attack nigh unscathed. Not only Cell pretty much says he’s just raising his speed, but you can clearly see he went from dealing no damage to toying with Gohan between chapters.

Cell really looks like he’s enjoying himself throughout the fight, so I’m inclined to agree.

Except that's not what we saw. Initially after increasing his speed, Cell still wasn't able to injure Gohan. It's like he turned on another level after that when he bear hugged Gohan.

Goku stated he was completely unaffected by it though. Gohan wasn't able to fight back after the bear hug.

He soon recovered from the bear hug too.

Cell didn’t get to the point of weakening Gohan because he wanted him to get angry. He looks like he could definitely have snapped Gohan in half if he wanted.
