Well, Ginyu confirms as much himself, though him saying the same is made muddled by him also considering Galu's 23k body faster. You could assume the latter is purely in terms of flight speed, in which Butta would also be superior to his purple body if he had any leg to stand on with his "fastest in the universe" bullshit, so I wouldn't say it's contradictive.
