Was Gohan SS2 in the Budokai?

When someone who has an unmastered form transforms, after reverting, he does not totally relax right away
and he retains, for a while, the ability to transform again:
-Goku goes back to SSJ when Freeza throws the disc, without being angry like before.
-Gohan goes back to SSJ2 when Cell reappears, without being anywhere near his previous anger.
