Was Goku using “Tournament Level” in the 21st?

In the 22nd Budokai, Goku claims that he has both a Tournament Level and a Battle Level in regards to his power. Do you think this is something he developed after the 21st, or is it possible that he was only using a Tournament Level of power during the 21st? He was never under a serious threat in the 21st like he was against Tenshinhan.

Goku acts as though it was a new approach when fighting Tenshithands, so I doubt he'd have developed this as early as the 21st TB; especially not when this was a Goku with far less experience than his 22nd TB self. The closest thing to it is him putting out very little effort in the preliminaries.

On top of what CC said, Goku only used his Battle Level upon seeing Tenshinhan intended to kill him. Even if he had already come up with the idea, there was no need to fight like that against Roshi.

Supposing Goku didn't gain any extra power when his tail grew back, I think he wasn't using full effort against Giran.
