Some people like to believe that, because of the boulder thing, but maybe that can be attributed to physical-strength like always.

What do you think?

Well, p123 made a point that Roshi was buffer at the 21st TB then he was at the beginning of Dragon Ball, so there's that.

Personally, I don't think he was any different.

Thinking on it, Roshi's been pretty buff ever since the 22nd Budokai.

The only time Roshi was stated to have trained was during the 3 year timeskip to the 22nd TB so I would assume he didn't. He was most likely too busy getting Goku and Krillin prepared for the 21st to improve his strength himself.

He never used his buff form in the 22nd TB.

Roshi is significantly more muscular at the 21st Budokai than he was initially. If that isn't a sign that he did a little training I don't know what is.

22nd Budokai he was even more buff. The stronger Roshi gets the more buff he gets.
