Was Piccolo Junior wearing weighted clothes in the 23rd Budokai?

Was him? I remember that Goku seemed somewhat shocked that Piccolo was wearing weighted clothes in their fight against Raditz, with him asking "so you are wearing weighted clothes" or something like this, to which Piccolo answered "yes, as are you". But still it seems somewhat stupid Piccolo would wear that cape in the 23rd Budokai if it had nothing behind it, considering that seems to be hard to move with, and he could keep his identity hidden when wearing just that turbant-like thing.

My guess is that he wanted to be extra cautious about not revealing his identity too early. He wanted to fight and defeat Goku publically and the audience fleeing due to discovering his true identity too early would hinder the knowledge that he was fighting Goku from being widespread, hence why he only removed the mantle during the finals.

It's only implied he was wearing weights by Z. It's unlikely he was wearing by the Budokai.

Piccolo while fighting Kami with the cape was superior to both his human and alien incarnations, so I doubt it was weighted. If it was, it wasn't as heavy as Galu's weights unless Galu's FP can still overcome Tenshithands with the weights on and he was merely hiding his powa

Yeah, but so Piccolo Junior was wearing that cape at the Budokai just to make him cool? He could already disguise himself from the audience with only that turban. That cape just seems like unnecessary hindrance if it had nothing behind it.
