Was the Kami/Daimao split uneven?

On Namek, Guru says splitting in half led the Nameless Namekian to also splitting in half his "genius power":
Chapter: 265 (DBZ 71), P3.4-5
Context: the Great Elder reads Kuririn’s mind and learns of God and Piccolo.
Great Elder: “Hmf! He split in two, long ago…after evil entered into him! How foolish… He diminished by half the genius power with which he was gifted at birth! If he had come back together as one, he might not have had to die…”


However, Kami is portrayed as superior to not only Piccolo Daimao, and describes his evil self as merely a "speck" within his heart in anime only dialogue.

So, which one is it? Was the split even or univen?

All the feats in statements in Part 1 point to it being uneven. Kami and Popo are far better sources for reliability than Saichoro only getting a glimpse of what Kuririn knew about the situation.
