Was vegeta suppressed before going Grade 2

Id think so. Trunks was surprised when Vegeta went straight to Grade 2. So that makes me think SSJ Vegeta at full strength could challenge Initial Semi Perfect Cell. My general thought is.

SSJ Grade 2 Vegeta>Semi Perfect Cell Full Power>SSJ Vegeta(Full Power)>~Initial Semi Perfect Cell.

Not supressed but he was definitely holding back since #18 thought Vegeta doesn't stand a chance while Trunks thinks that Vegeta has a chance to beat Cell as SSjin.

Semi Cell ~ FPSSjin Vegeta [Trunks expected] > SSjin Vegeta [power displayed]

I agree but Cell didn't seem to notice Vegetas increase in power. That could be just bad guy bravdo though, however, Piccolo and Tenshinhan also didn't seem to think Vegeta was going to win until Vegeta started powering up. So I generally think 16 has some extremely advanced power level sensors as it also seem to detect Gohans sleeping potential.

I'm not sure. At times he appears to have an above average sensor, but other times like when he said Vegeta was superior to Perfect Cell shows he can misread levels.

He was probably at a "standing" level similar to Trunks and Goku when they transformed, but I doubt he was actively suppressing. If he was, #16 wouldn't think his fight with Cell would give them a good chance to run away.

Good point. I guess we can say he's ability to sense is plot driven like everything else.

That's basically how I see it. Once Cell started destroying stuff, Vegeta quickly transformed as he got closer. I think it makes sense for him to be at full-power there. Piccolo seemed to think Semi-Cell was invincible, so that's probably why he wasn't exactly confident on Vegeta being able to stop him.

I think Cell and #16 apparently had different opinions on Vegeta's power to showcase a difference between natural ability to sense chi (Cell) and chi measured by a scouter machine (#16). Many people think that a machine scouter would read Nappa's power level as his full power (close to 8000) since he can't change his battle power, that is, he can't fool a scouter... but he still can fool natural chi sensors when not using full effort, like the Z warriors.

It's likely the Saiyajins couldn't suppress their SSJs battle power before mastering it, and therefore I don't think Vegeta was suppressed there... but since he was just standing around/ not using full effort, I think it'd naturally fool a natural chi sensor (Cell [the same way Nappa fooled the Z warriors]), but it wouldn't fool a scouter machine (#16), since it's not a suppression akin to what the Z warriors during the Saiyans saga did, but more alike to what Nappa did.
