This is weighted Piccolo at the beginning of Z vs Goku at his best in the 23rd Budokai. Who wins?

I have no problem with Weighted Goku/Piccolo being above their 23rd TB selves so Piccolo wins.

Piccolo wins. I don't think the weights impact their power nearly as much as Goku's in the Budokai and he probably gained a fairly significant increase after training for 5 years.

Agreed, but using the scouter numbers 23rd Budokai Goku would be less than 322, which is a bit hard to swallow considering Tenshinhan is already at 250 and Mr. Popo and Kami-sama are even above it.
