Were Budokais better before the 21st?

I recall the Announcer stating that the caliber of fights in the 21st is what everyone had been waiting for. However, looking back, We have Akkuman as a two time champion, as well as King Chappa as a champion. Akkuman >> all 21st competitors, as well as Chappa. Chappa won without getting touched, so perhaps his win was in a weaker field, but it just seems weird for these really strong guys to have fought before, and the Announcer acts like he's never seen talent.

Which makes it seem weird that the announcer thinks so highly of the 21st. Chappa alone could probably take on everyone from the 21st at once.

Maybe the announcer was new at the time or he had amnesia for every new tournament.

Even-though if he was new, I'd assume he'd have seen the old tournaments at-least as an audience.

Master-Roshi also fought and won a tournament before, IIRC. The people around the 22nd Tournament do seem to consider Chapa-o incredible, but IIRC they also seem to have not noted anything about Goku and co., despite them making it so far in the last tournament.

He did look pretty young at the 21st, and back then the tournament was every 5 years. It's plausible that the 21st was only his 2nd or 3rd at the max Budokai that he has called.

Good question. I also don't know how Mr.Satan managed to win a tournament if everyone of the 21st Tenka'ichi Budôkai could defeat him. I also don't get how people think Mr.Satan is amazing if they saw amazing fights like Goku vs Tenshinhan or Goku vs Piccolo Junior.

The Annoucer only said that the fights have been at such a low level ever since the Z-Fighters stopped competing he didn't say the 21st in particular.

All of the super humans that competed in Dragonball were possibly scared off by King Piccolo targeting martial artists. The humans that compete in the later tournaments don't seem to remember or know who Piccolo is.

Before 21st. There were probably only 2 or 3 great fighters. In 21st, you had Jackie Chun, Goku, Krillin, Namu, Yamcha, Giran, Ranfan and Bacterian who were all pretty strong.

Goku, Krillin, Roshi and Yamcha weren't even supposed to be there. So it would be probably between Namu and Giran lol.
