Yes. Kaio referred to them as his last line of defence should Goku and Vegeta not be able to beat Boo. Kuririn also seemed to think he'd do better against Boo than Paikuhan and Olibu did after they got stomped, saying something along the lines of "time to test the results of my training." Kaio should be well aware of how strong Paikuhan is, so he wouldn't treat the two Earthlings in such high regard if they were of lesser calibre.

It depends how you take the Anoyoichi Budokai filler. If taking it as Cell being suppressed when Paikuhan beat him and Goku didn't get haxed to ungodly levels to face him, then they needn't be too far above MSSJ tier, maybe around FP Perfect Cell level. If going the high end of Paikuhan oneshotting SPC, they could be above SS2 tier for all we know. I'd say it's pretty ridiculous to go with the high-end result though, considering the anime still retains such power chains as SS2 CG Gohan > Boo Arc SSJ Goku.

What even was the context surrounding the Cell fight? Was it directly after he died? I can't remember the Other World filler at all.

It was after Trunks killed Future Cell, which was only stated to be "some time" after killing #17/18 in the anime rather than the three years it was in the manga. If including Movie 9 as a benchmark for the time (seeing as how Galu was still on Snake Road rather than being on Dai Kaio's planet), it was probably a few months after the Cell Game.
Goku confronted the Ginyus and beat them, then Cell charged forward to fight his base self and got blindsided by Paikuhan. Considering Cell's personality, it's doubtful he'd start at close to his full power. Goku also only comments on Paikuhan having great speed, rather than being astounded at him having enough power to KO Cell.

Krillin: "J-J-Just wait a minute now, Kaio-sama! You wouldn't possibly tell us to go after him, right?"
Kaio: "I doubt there's any choice. You guys are the only ones now that can fight against Boo. That was the reason I had Yama-sama leave you your bodies in the first place."
Krillin: "Even if that's so, there's a whole different dimension of strength between us and Majin Boo. And Kaio-sama, you don't think seriously think that we could possibly win, do you?"
Kaio: "W-Well, as far as that goes..."

It's not as concrete as Kaio saying they're the only ones that stand any chance. Considering Kaio would know Pikkon and Olibu are around, there would have to be a gigantic gap between them and the Earth humans for the latter two to be the "only ones" that can fight Boo.

Kaio's quote opens up the possibility that Krillin could beat Boo.

Looking at the way it's phrased, with them being the only ones, it makes me think even more now that he's referring just to the Z Fighters. According to filler, Android 18 didn't go to Heaven (unlike Videl, Chi-Chi, and Bulma), and all the adult Saiyans, Goten and Trunks, and Piccolo are absorbed by Boo. That leaves only an incapacitated Tenshinhan to defend Earth since Android 17 wasn't considered an honorary member of the team yet by that point. Krillin and Yamcha were the only two left from the entire Z gang capable of fighting Majin Boo.

We don't count Roshi for some reason.

Dabura also didn't get to keep his body, despite being sent to Heaven as punishment.
