100%. I don't think the fact that it wasn't going all out means it wasn't using all of its power. It simply didn't do everything in its power to kill Tenshinhan.

There's no need to believe it wasn't using all its power, considering Nappa bothered pointing out their battle power and Vegeta saying Tenshinhan's must simply be higher. They may have not been using their full effort at the start as suggested by Nappa, but even that's an assumption on his part.
