What is Crocodile up to?

So we know he's back in the New World and he took Mr. 1 with him. Do you think he is actually forming a crew, or what could he be plotting? I don't see what he could accomplish travelling into Yonko territory on his own, for example. He'd get wiped off the face of the earth.

If rookies like Kid could survive long enough in the New World without being subjugated by a Yonko and Moriah has built up enough power for a comeback, I don't see how someone far more experienced than Kid and (likely still) stronger than Moriah would end up making a dumb mistake and dying.

Would he have a crew though? I can’t see Crocodile working with too many people... Kid at least has a full crew including another Supernova to help him out, whereas Crocodile only has Mr. 1 to our knowledge. I just can’t see how he’d get anything done with such limited manpower.

He has reputation going for him, which is sure to drive many to his cause, and individual power great enough to briefly clash with Doflamingo. There's no doubt he's put some kind of crew or organisation together, given his intellect and experience with Baroque Works showed him to have good leadership and management skills.
