What power do Shisami and Tagoma have in the Movie and in the series before training?

I understood that Shisami has a power of 22,000 just like Dodoria, while Shisami has a power of 23,000 like Zarbon First Form, both in the Movie and in the Series.

Sorbet was surprised that Tagoma had powered up beyond the Ginyu Force, so it didn't seem as though he was privy to the gains that Tagoma made. The quote about Shisami would imply that he was above Tagoma pre training.

Actually Gohan was only Base. I'm not sure what to give the SSJ multipliers in Super but Gohan would probably be at least 5-8x stronger with SSJ2. He was already on Shisami's level in Base.
