What was Piccolo referring to?

While flying where the others are fighting Freeza, he comments on the tyrant's power having ''jumped
astounishingly''. Next page, we see Freeza powering up. Was Piccolo referring to Freeza's power up while
in second form or to his transformation from 1st to 2nd form?

Right before the scene switches to Piccolo, you see Freeza's eyes flashing. I'm guessing he was beginning to power-up right there, so it'd make sense for him to be referring to that.

Then, why do most people have Powered UP Freeza to 1.2m only? A 1-1.2 increase isn't ''astounding''. Shouldn't

Why not? Theres nearly a 20% difference between 1m and 1.2m

It doesn't necessarily have to mean astounding. This is a Japanese anime any synonym can work....
20% is likely enough to defeat someone with little to no disadvantage
Also another thing is that perspective of person A may be different from B so one might find a 2 meter jump huge whereas another mind find it puny, and prefers a 4 meter jump.

Yep. Perspective is everything. Vegeta says Goku is beyond Kid Gohan and Piccolo thinks Vegeta might've surpassed Kid Gohan. We don't know how much Freeza powered-up, but we know it was enough to be noted.

I doubt it was the transformation. That took place many pages back.
