What was worse?

What Doflamingo did to Dressrosa or what Crocodile did to Alabasta? Which one was a more evil scheme?

Probably Crocodile, as he was manipulating the common people's psychology into rebelling against an innocent monarchy, thus causing two innocent parties to kill each other. In Doflamingo's case, he was just ruling as tyrant and making the citizens obey him through either fear or greed.

I dunno. Look at Robin's behavior towards both attemptives. While she was with Crocodile she was pretty much laughing at everything and not minding Croc's cruel actions, pretty much mocking Vivi's attempts of saving her kingdom. At Dressrosa as soon as he knew what Doflamingo did she was like "what horrendous man" and said Doflamingo can't get away with it. It's clear Robin sees what Doflamingo did as more serious.

Robin would've developed a lot from travelling around with the Straw Hats, thus making her more empathetic towards others. It's also highly possible her attitude as Miss All Sunday was part of her act in her attempt to eventually take down Crocodile as a means to improve his opinion of her.
