I say 21st Tournament. Very fun(ny) & kewl.

Worst was 23rd as it was all basically a huge sideshow so Goku and Piccolo would get godfapped. I preferred the 22nd the most.

Aside from the Goku vs Jackie Chun (and potentially Goku vs Nam) fight, the first budokai doesn't really showcase a lot of good martial arts. The 22nd Budokai Tenkaichi definitely had the best showing of martial arts of any tournaments seen in DB.
