When did frieza start using 70% of his power?

Pretty sure he used 70% power against SSJ Goku for a little bit before going full power.

I wouldn't be surprised if he went back and forth from the moment Goku went Kaioken x20 to the Genki Dama, depending on how he needed it, or wanted to show off.

Against SSJ goku is the only confirmed time. He might have tapped it during the genkidama scene, but that's the only other time I see him being forced to use it

That's no different than when he went from whatever percentage of his power to 50% is it?

He clearly says that hit wasn't even 3/4's of his power when he hits goku, so he can clearly go that far without any visible powerup. It's only when he hits the 80% range that he starts showing visible signs of gathering chi.
