When Did Gotenks Surpassed Goku? Pre or Post ROSAT?

The good ol debate between Goku and Gotenks. Just like the question says.

Pre RoSaT. Goku set up Gotenks to be stronger than himself, and that was never contradicted. I see no reason to believe otherwise.

Pre-Rosat. As said above, Galu's estimations were never contradicted by Piccolo, nor did later feats suggest Goku to be his superior.

Goku waa stronger the whole time as SSJ 3 he just wanted Earth to save themselves.

If we accept that Buu's absorptions act additively (which we have no reason not to believe), the inferred gaps imply post rosat. Besides, Piccolo implied that the fusion multiplier was perfected only after rosat, and that perfected fusion was probably what Goku meant.

If that's what Goku meant then Piccolo probably would have mentioned that sometime before Gotenks had to fight Super Boo.
