When did Super Boo devise his plan?

He stated to Gohan that he sensed his power far, far away and started to devise this plan... That if he were to absorb 'Super' Gotenks, he'd be unstoppable.

When Gohan powered up upon being angry thinking Elder Kaioshin was wasting his time, right after, the scene was cut to Boo and he was watching the hourglass with a focused and serious expression. Could have he sensed it then and such aggravated his will to meet Gotenks and see his power?

When Gotenks slammed him into the ground trapping him in that ball format, it seemed Boo was taking longer than usual to get up and proceed the battle... Gotenks even said he knew such attack wouldn't kill him. And then when he mentioned his time limit, Boo was seen, for a panel, shocked. Could he be already thinking of absorbing Gotenks there but had to change strategies once the time limit was mentioned?

Or was that only sensed when Gotenks released it all completing his ritual, and then Boo, having sensed it only then... Decided to not kill Goten, Trunks and Piccolo and wait for an hour?

The latter would seem likely but then it would make little sense for Boo to be stalling once Gotenks slammed him into that hole, as if he were waiting for an opening... And then to be kinda angry upon knowing Gotenks had a time limit (ok that he was angry also due to how powerful Gotenks was, but seeing that power which rivaled him had a time limit should likely bring him some relief rather than frustration at the end)...

Boo said his plan began while he was fighting Gotenks and he can't have sensed shit inside the Rosat so he must have felt Gohan's power growing just as the ritual was about to be completed

He may have sensed it when Gohan firstly powered up when being angry at Elder Kaioshin though.

I always thought he got pissed and broke that clock because he sensed Gohan’s outburst. Plan wasn’t fully developed until he fought SSJ3 Gotenks though.

And I remember he had a surprised reaction when Piccolo talked about Gotenks’ time too, so I think he only started dragging after hearing that.
