When did those stop becoming stronger?

AT stated that Goku/Vegeta stopped becoming stronger at Buu Saga. But, what about other Z fighters? When do you think they stopped getting
stronger (either because they'd reached their limits or because they stopped caring)? This is my opinion...

Piccolo: Cell Games
Krillin: Androids Saga
Yamcha: Androids Saga
Tenshinhan: Buu Saga
Chaozu: Mecha Freeza Saga
Yadjirobe: Saiyans Saga

Tenshinhan said he does not want to go in spirit room because he was scared of the conditions, not because he had reached his limit.

No he doesn't. This is the only quote from Tenshinhan regarding the ROST:

Piccolo (to Goku): “Then use the Room of Spirit and Time again. We’ve got the time. We just decided on the order: I’ll go first, then Vegeta will enter alone…And then Trunks…You two can enter again after that.”
Tenshinhan: “Sorry...But I pass…He’s absolutely not an opponent I could fight…”

I agree Tenshinhan was close to done as far as getting stronger goes by the Android arc, which is probably why Krillin is still stronger by BOG.
