There really isn't much to indicate his power other than him getting destroyed by base Vegeta and obliterating Yamu, which is a huge range. I personally put him above 100% Freeza though, as otherwise I don't see why Babidi wouldn't recruit Freeza or King Cold as one of his fighters.

Enough to solo the Freeza Arc with ease. Him taking hits from Vegeta ought to be taken into account as an impressive feat when considering there was little reason for Vegeta to be pulling his punches, plus it doesn't make much sense for Shin to not just intervene and oneshot when concerned for Vegeta if his opponent was so weak and Shin's energy couldn't be used to revive Boo.

Kaioshin can't even sense Pui Pui, he's basing his entire reasoning on the premise of Babidi only recruiting the strongest warriors. I don't think Pui Pui can touch anyone in the Android arc.

I agree with that. I just don't think that Puipui not being above Kaioshin means he has to be extremely weak. The power Vegeta used to kill him was still enough to astonish Kaioshin so I doubt he's as weak as early Namek tier.

Gohan was too busy catching chicks and reduced to Farmer level in the seven year timeskip.
