I just make the boost whatever the gap is between Piccolo and #17 on a list I'm making. The quote can be figurative, which it most likely is on account of Kami and Piccolo Daimao being way less than half of their original strength

No, there's no such quote. Nail states Piccolo can defeat first form Freeza if he were to fuse again, but then goes on to state that he's a fighter-type Namekian and that he should fuse with him. If anything, Nail + Piccolo > Kamiccolo is implied in the Freeza arc.
