Which do you go by?

Kaioshin is probably one of the most confusing characters to properly pinpoint on power level lists. On one hand, Piccolo states he's in another league, however on the other hand he's shown to be scared of Pui Pui and Yakon wants to team up with the Base Saiyans against them now I know people are going to use the typical argument about Kaioshin being an idiot but it doesn't make any sense how he was surprised by the Base Saiyans power rather than question how weak Pui Pui and Yakon were, implying that they were every bit as strong as he thought they were like Android 19 and 20 were.

Battle of Gods makes this even more confusing [and don't even bring Super or Ressurection of F into this] with Beerus stating that Base Goku is still under Freeza which doesn't make any sense since Kaioshin can supposedly one-shot Freeza unless we assume Goku was surpressed when Beerus said that which while was most likely true since Goku was just chilling out on King Kai's planet but it's never confirmed whether Goku was surpressed and I hate throwing away uncontradicted statements so yeah this is just too confusing.

Which way do you go on this?

Kaioshin is stronger than Vegetto. He is just incompotent, and a wuss.

I go with the second option.

If it weren't for Android #18 vs. the Base kids, I'd have Base > Kaioshin > Piccolo, but the context surrounding Piccolo's "different dimensions" statement leaves some wiggle room to avoid it being a power statement in my opinion (I sound like Kaboom).

I just really don't see all of the Saiyans have varying SS boosts. I can't imagine SS Gohan struggling with SS Goten, yet Base Gohan one-shotting Base Goten.

The highest I can really have Kaioshin is closing in on Android #18 while having him slightly below Pocus, while it's impossible for Piccolo to be that low without some kind of retcon.

What about Beerus stating Freeza > Base Goku. How do you treat that?

It's difficult. I think the first chain makes more sense, but it's difficult to work with.

As for Super's shenanigans, I don't know and I could give a shit.

Piccolo > Base Saiyans > Kaioshin

Kaioshin was cautious of Pui Pui and scared of Yakon, the latter even supported by the Daizenshuu. Whilst the same material says that Kaioshin > Piccolo, that's working on the ground that Piccolo could sense Kaioshin's Ki, which if DBS is anything to go by, likely wasn't so.

As for the Freeza > Base Saiyans thing, Beerus' attitude makes it dubious if he was referring to Goku's strength, as he could easily be talking about his appearance being different from what he saw in Whis' crystal ball. DBS implies strength more than BoG, but when we already have more solid feats with Kids VS #18, I'd take such a contradiction with a pinch of salt.
