Goku vs Cell was closer. Gohan struggled more tham Goku.

Gohan vs Dabura

In the fight itself they were more-or-less- even, however Gohan held the power advantage as shown when he broke Dabura's sword or blocked an off-guard chi blast. Dabura however was winning in skill to an extent where Vegeta got pissed and wanted to finish off Dabura himself. Goku vs Cell however was clearly in Cell's favor the whole time.

Dabra and Gohan being closer is contradicted by Dabra's failure at damaging Gohan.
Even with a surprise attack, he merely ripped Gohan's clothing.

Gohan vs Dabra IMO. Dabra and Gohan were pretty evenly, with maybe Gohan holding a slightly power advantage. Cell vs Goku was basically Goku struggling to keep up with Cell without the ITT and being stated to be one or two steps behind him. I have Gohan and Dabra as nearly identicals.
