Cell vs Android #16 or Gohan vs Dabura?

I'd say there are both about the same, maybe slightly larger gap between Gohan and Dabura.

Sixteen practically only hit Cell with off guard attacks. Their gap might as well be a 90/100 one.
Gohan/Dabura gap is smaller.

I agree, but Dabura didn't do much better either. Gohan shrugged-off most of his tricks and his attacks didn't seem to have any kind-of lasting damage. Dabura had to resort to tricks, too and since Gohan was so rusty he fell for most of them.

I'm asking about the actual form of cell. But I'm just going to assume you mean imperfect cell because that makes more sense and say that was the closer fight.

The fight with dabura seems to take far more out of gohan to keep up than it does cell even after being on the receiving end of so many attacks from 16.
